a Qualification of Teachers
The level of teachers will be explained in terms of their qualification
and academic career. Before the War (in 1934-1936) so-called substitute teachers
or substandard teachers accounted for ll.1% of all teachers in elementary schools
and 1O.3% in middle schools of the old system. After the War there were many
assistant-teachers of low qualification on account of the shortage of teachers,
but the number of these decreased year by year, to the extent that in 1964 these
less-qualified teachers accounted for only 2.2% in elementary schools, 0.6% in
lower secondary schools and 2.1% in upper secondary schools.

The percentage of the teachers without regular qualification
was 6.1% in elementary schools and 4.4% in secondary schools in the United States(1963),
2.3% in both primary and secondary schools in the United Kingdom(1962) and 1.4%
in primary schools of France(1962).
