1.3.3 Realization of Society Fostering Human Resources in Science and Technology
In Japan,the people,and especially the children,are said to
be growing distant from science and technology,and the reasons for it can be
traced to a lack of the"Three I's"(Interest,Information,and Incentive).The
growing distance between people and science and technology has not led merely
to a general lowering of Japan's intellectual standards,but also to reduction
in the number of young people who choose careers related to science and technology,and
to a reduction in the human resources capable of creative,top-quality science
and technology.In order for Japan to maintain and strengthen its standing as
a creative science and technology nation,Japan as a whole will need to build
a society that can show interest in and understanding of science and technology,and
society as a whole will need to foster HRST.
This section includes an analysis of whether the people of Japan,and
especially the children,have an interest in science and technology,and whether
knowledge about science and technology,obtained through the learning process,has
led to a basic grounding(literacy),as well as an investigation into various policies
that are being adopted toward realization of a society that can foster HRST.
