3 Activation of Local Educational Administration
(1) Activation of Boards of Education
The local board of education has a tremendous role to play in
comprehensively and effectively carrying out the various measures required for
educational administration. In order that these local boards of education adequately
perform their roles and functions, they should be further activated. In December
1987, in accordance with a report from the Consultative Committee on the Activation
of Local Boards of Education, the Ministry sent a circular to all prefectural
boards of education and governors requesting them to take appropriate action.
In addition, the Ministry decided to allow teachers at national universities
to become members of local boards of education. Further, the Ministry has taken
relevant measures for contributing to the improvement of the in-service training
of members of local boards of education, as well as administrational staff members.
Since 1991, the Ministry has organized symposia on the activation of local boards
of education and since 1992 it has compiled case study reports from various regions
with examples of excellent and innovative educational policies.
The Ministry will continue to offer its support to local boards
of education so that these local boards will carry out their roles and perform
the functions expected of them.
