The Ministry has since carried out various programs for international
exchange of researchers, which include: providing Japanese researchers with fellowships
and travel grants for research abroad; accepting foreign teachers and lecturers
as members of research and teaching staff of Japanese universities and related
research institutes; inviting foreign researchers for research in Japan; sending
Japanese researchers abroad for participation in scientific meetings; subsidizing
the Japan Society for the Promotion of Science for the administration of its
various international programs. The Ministry created a Fellowship Program for
Foreign Researchers, in 1988, under which Japanese universities are able to invite
young foreign researchers for a year, In 1990, 170 foreign researchers were invited
to universities in Japan through this program.
Under these programs in 1989, a total of 6,700 Japanese researchers
were sent abroad and 3,500 foreign researchers were hosted in Japan. The scale
of exchange is steadily increasing every year.
