Chapter 1 Implementation of Educational Reform
2 Progress of Educational Reform
(1) Efforts for Educational Reform
Recognizing the necessity of dealing with educational reform
as a responsibility of the entire Government, the Government created a Ministerial
Conference for the Implementation of Educational Reform, immediately after the
presentation of the first report by the National Council on Educational Reform.
Then, on receiving each of the four successive reports of the Council, the Government
made it clear. By a Cabinet decision, that it pays the highest regard to the
Council's report. Further, in October 1987 the Cabinet set forth a policy paper
entitled "Policy Guidelines for the Implementation of Educational Reform." In
this policy paper, the Government set out its strategies for implementing the
Council's recommendations with regard to urgent important policy issues.
In August 1987, the Ministry of Education, Science and Culture
set up a "Ministry's Headquarters for the Implementation of Educational Reform" with
the Minister as its chairman.
