2. Current Status of Educational Reform
(1) Efforts for Educational Reform
With the view that educational reform is a matter to be tackled
by the entire government, a Ministerial Conference for the Implementation of
Educational Reform consisting of all the cabinet members was immediately set
up after the submission of the first report from the National Council on Educational
Reform. Thus, a system for the entire government to deal with educational reform
was organized and the cabinet confirmed its intention to honor each report the
Council submitted. In addition, in October 1987, "Policy Guidelines for the Implementation
of Educational Reform", which includes important policy initiatives and their
implementation programs, was decided by the Cabinet.
The Ministry of Education, Science and Culture set up the Headquarters
for the Implementation of Educational Reform, headed by the Minister. An organization
for the comprehensive and positive implementation of educational reform policies
based on the recommendations of the Council has thus been prepared.
