(3) Number and Breakdown of Students Enrolled in Institutions of Higher Education
d Proportion of Foreign Students
As regards the proportion of foreign students in the total enrollment
in the universities (undergraduate courses) of several selected countries, their
proportion in the Federal Republic of Germany and United Kingdom fluctuated between
4% and 9% during the last decade. It had been taking a downward turn in the l960s
for such reasons as the increase in the total number of students, but has been
turning upward since 1971. In Japan, the number of foreign students has been
on a gradual increase, but their proportion to the total number of students is
smaller than in other countries, lingering at 0.5% during the last decade.

(Note) Generally speaking, there are two categories of foreign
students, one, those who come into a certain country in a specified capacity
in order to perform certain types of research or receive education at the academic
research institutions or educational institutions of that country, and the other,
those who are permitted to enter the institutions of higher education in a certain
country, in a capacity other than that of a foreign student. In Japan, foreign
students studying in Japan are classified into two types, namely, those studying
here with their schooling expenses borne by the Japanese Gocernment and those
studying here on private funds or on the funds of their respective governments.
As of 1974, there were a total 5,635 foreign students (including 932 studying
to Japan on the funds of the Japanese Governments and 4,703 who came here on
private funds or on the funds of their respecive governments), enrolled in undergraduate
courses of universities, graduate schools and junior colleges, who accounted
for 42% of total 13,405 foreign students studying in Japan.
