(2) School Health and School Safety
a. Health and Safety Services
Health and safety services which are generally provided by each
school both to promote pupils' health and guarantee their safety, and to allow
school education tote conducted smoothly, include such programs as medical examinations,
health consultations, measures to prevent sickness and a safety examination of
school facilities. The health services are mainly provided by health supervisors
and school nurses. Supervision and guidance regarding technical and professional
matters is provided by school doctors, school dentists and school pharmacists.
In order to make health services more effective in the future, it is necessary
to provide all schools with the personnel mentioned above and to upgrade their
quality. In addition however measures must be taken to insure that pupils can
cope with evils such as environmental destruction and the excessive concentrations
of population in urban areas which are accompanying our high economic growth
and to insure the development of pupils able to cultivate strong minds and bodies
by themselves.

Safety examinations of school facilities should be further strengthened
in light of recent increases in school accidents. For traffic safety, certain
streets are designated 'school attendance routes', and traffic is restricted.
Recently the rapid worsening of traffic conditions, however, has made it necessary
to further strengthen these measures.
